Two things to state plainly:
Google's Flow credit table does not vary credit cost by resolution, and Google does not state the native output resolution of a Flow Quality generation. 1080p upscaling is free for all subscribers; 4K upscaling requires Ultra.
Quality is 8 second generations only. Lite and Fast do 4, 6, and 8 seconds.
The free-tier trap
Google's free Flow tier gives 50 credits a day. A Quality generation costs 100. Because the allowance is daily rather than cumulative, a free user can never reach a single Quality generation, no matter how long they wait. Free tier Veo 3.1 means Lite, five clips a day.
Google's own wording: "If you don't use the full 50 Google Flow credits in a day, the unused Google Flow credits don't roll over."
One request can bill two generations
Google's help page carries a caveat almost nobody quotes:
"The Google Flow/AI credit costs below are per generation, not per request. Some product features will create multiple generations per request. For example, in Google Flow, you can make a single request that may generate 2 videos."
So a Flow request can bill twice the sticker price. Every per-clip figure in the consumer rows above is a floor, not a cap.
On credit expiry there is a verified comparison to stand on. Google: "Unused monthly Google Flow credits do not roll over to the next month." ImagineArt credits also expire monthly with no rollover, per third-party reports; ImagineArt does not publish this itself, so we do not state it as fact. If SocialSight credits carry over, that is a real, checkable, and currently unclaimed difference, and it belongs in this block.

On Fast rather than Quality, the same plans stretch further: a Fast generation costs 20 credits, so Google AI Pro's 1,000 credits cover 50 Fast clips a month, at $0.40 a clip.
A caveat on aggregator per-video figures. OpenArt advertises "up to ~300 videos" on its $44 Pro plan, which reads as about $0.15 a video. That number is not comparable to anything else in these tables, because it blends model costs and OpenArt does not publish what a Veo 3.1 generation specifically consumes.

Cost per usable video
Two kinds of waste exist, and the category refunds only one.
Technical failure. The generation errors out. Refunded almost everywhere, including by us. Higgsfield: "Credits for failed generations are returned automatically." OpenArt is described as auto-refunding, though user reports of missing refunds needing a support ticket are common. This is table stakes, not a differentiator.
Creative failure. The generation completes, bills in full, and is unusable. Wrong motion, mangled product, off-brand. Nobody refunds this, and it is where the real money goes.
Cost per generation understates real spend because of the second one. Cost per usable video is the metric that matters, and it is why the doubling warning above lands: a request that silently produces two generations is the same problem wearing a different hat.
